ಮಂಗಳೂರು: ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಐತಿಹಾಸಿಕ ಹೆಸರನ್ನು ಬದಲಾಯಿಸಿ ‘ಮಂಗಳೂರು ಜಿಲ್ಲೆ’ ಎಂದು ಮರುನಾಮಕರಣ ಮಾಡುವ ಪ್ರಸ್ತಾವನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಜಿಲ್ಲೆಯ ನಾಗರಿಕರು, ಬುದ್ಧಿಜೀವಿಗಳು, ಇತಿಹಾಸಕಾರರು, ಸಾಹಿತಿಗಳು, ಸಾಂಸ್ಕøತಿಕ ಕಾರ್ಯಕರ್ತರು ಹಾಗೂ ವಿವಿಧ ಕ್ಷೇತ್ರಗಳ ಪ್ರಮುಖರು ಆದ ನಾವು ‘ದಕ್ಷಿಣ ಕನ್ನಡ’ ಎಂಬ ಐತಿಹಾಸಿಕ ಹೆಸರನ್ನೇ ಮುಂದುವರಿಸುವಂತೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸುತ್ತೇವೆ.
ಈ ಕುರಿತು ಮುಖ್ಯಮಂತ್ರಿ ಅವರಿಗೆ ಸಲ್ಲಿಸಿರುವ ಮನವಿಯಲ್ಲಿ, ಈ ಬೇಡಿಕೆ ಮಂಗಳೂರಿನ ವಿರುದ್ಧವಾಗಿಲ್ಲ ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಲಾಗಿದೆ. ಮಂಗಳೂರು ಈ ಪ್ರದೇಶದ ಐತಿಹಾಸಿಕ, ಸಾಂಸ್ಕೃತಿಕ ಹಾಗೂ ಆರ್ಥಿಕ ಕೇಂದ್ರವಾಗಿದ್ದು, ತನ್ನದೇ ಆದ ವಿಶಿಷ್ಟ ಅಸ್ತಿತ್ವ ಮತ್ತು ಮಹತ್ವವನ್ನು ಹೊಂದಿದೆ. ಆದರೆ ‘ದಕ್ಷಿಣ ಕನ್ನಡ’ ಎಂಬ ಹೆಸರು ಮಂಗಳೂರನ್ನು ಮೀರಿದ ವಿಶಾಲ ಭೌಗೋಳಿಕ, ಐತಿಹಾಸಿಕ ಮತ್ತು ಸಾಂಸ್ಕೃತಿಕ ಪ್ರದೇಶವನ್ನು ಪ್ರತಿನಿಧಿಸುತ್ತದೆ.
ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಗೆ 150 ವರುಷಕ್ಕೂ ಮೀರಿದ ಆಡಳಿತಾತ್ಮಕ ಇತಿಹಾಸವಿದೆ. ಈ ಪ್ರದೇಶವು ಹಿಂದೆ ‘ಸೌತ್ ಕೆನರಾ’ ಅಥವಾ ‘ಸೌತ್ ಕನಾರಾ’ ಎಂದು ಕರೆಯಲ್ಪಡುತ್ತಿತ್ತು. 1977ರ ಜನವರಿಯಲ್ಲಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ‘ಸೌತ್ ಕನಾರಾ’ ಹೆಸರನ್ನು ‘ದಕ್ಷಿಣ ಕನ್ನಡ’ ಎಂದು ಬದಲಾಯಿಸಿತು. ಹೀಗಾಗಿ ‘ದಕ್ಷಿಣ ಕನ್ನಡ’ ಎಂಬ ಹೆಸರು ಈಗ ಸುಮಾರು ಐದು ದಶಕಗಳ ಐತಿಹಾಸಿಕ ನಿರಂತರತೆಯನ್ನು ಹೊಂದಿದೆ.
ಜಿಲ್ಲೆಯ ಕೇಂದ್ರ ಮಂಗಳೂರು ಎಂಬ ಕಾರಣಕ್ಕೆ ಜಿಲ್ಲೆಯ ಹೆಸರನ್ನೂ ಮಂಗಳೂರಿನ ಹೆಸರಿನಿಂದಲೇ ಕರೆಯಬೇಕೆಂಬ ಆಡಳಿತಾತ್ಮಕ ಅನಿವಾರ್ಯತೆ ಇಲ್ಲ. ಪುತ್ತೂರು, ಬೆಳ್ತಂಗಡಿ, ಸುಳ್ಯ, ಬಂಟ್ವಾಳ, ಮೂಡುಬಿದಿರೆ, ಮುಲ್ಕಿ ಸೇರಿದಂತೆ ಅನೇಕ ಪಟ್ಟಣಗಳು, ಗ್ರಾಮಗಳು ಮತ್ತು ಐತಿಹಾಸಿಕ ಪ್ರದೇಶಗಳು ದಕ್ಷಿಣ ಕನ್ನಡದ ವಿಶಾಲ ಅಸ್ತಿತ್ವದ ಭಾಗವಾಗಿವೆ.
1997ರಲ್ಲಿ ಅವಿಭಜಿತ ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಉತ್ತರ ಭಾಗವನ್ನು ಪ್ರತ್ಯೇಕಿಸಿ ಉಡುಪಿ ಜಿಲ್ಲೆಯನ್ನು ರಚಿಸಿದ ನಂತರವೂ ಉಳಿದ ಜಿಲ್ಲೆಗೆ ‘ದಕ್ಷಿಣ ಕನ್ನಡ’ ಎಂಬ ಹೆಸರನ್ನೇ ಮುಂದುವರಿಸಲಾಗಿತ್ತು. ಇಂತಹ ಆಡಳಿತಾತ್ಮಕ ಬದಲಾವಣೆಗಳ ನಡುವೆಯೂ ಹೆಸರು ಉಳಿದುಕೊಂಡಿರುವುದು ಅದರ ಐತಿಹಾಸಿಕ ನಿರಂತರತೆಯನ್ನು ತೋರಿಸುತ್ತದೆ.
‘ದಕ್ಷಿಣ ಕನ್ನಡ’ ಹೆಸರನ್ನು ಬದಲಾಯಿಸುವುದರಿಂದ ಐತಿಹಾಸಿಕ ದಾಖಲೆಗಳು, ಪುಸ್ತಕಗಳು, ನಕ್ಷೆಗಳು, ಶೈಕ್ಷಣಿಕ ಮತ್ತು ಆಡಳಿತಾತ್ಮಕ ದಾಖಲೆಗಳು, ಕಾನೂನು ಹಾಗೂ ಸಾಂಸ್ಕೃತಿಕ ಉಲ್ಲೇಖಗಳು ಸೇರಿದಂತೆ ಅಪಾರ ಪ್ರಮಾಣದ ದಾಖಲೆಗಳಲ್ಲಿ ಬದಲಾವಣೆ ಮಾಡುವ ಅಗತ್ಯ ಉಂಟಾಗಬಹುದು. ಸರ್ಕಾರ ಸಾರ್ವಜನಿಕ ಅಭಿಪ್ರಾಯ ಸಂಗ್ರಹಿಸಲು ಮುಂದಾಗಿರುವುದನ್ನು ಸ್ವಾಗತಿಸಿರುವ ಮನವಿದಾರರು, ಈ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಮಂಗಳೂರು ನಗರಕ್ಕೆ ಮಾತ್ರ ಸೀಮಿತಗೊಳಿಸದೆ ಜಿಲ್ಲೆಯ ಎಲ್ಲಾ ತಾಲೂಕುಗಳು, ಪಟ್ಟಣಗಳು ಹಾಗೂ ಗ್ರಾಮಗಳ ಜನರ ಅಭಿಪ್ರಾಯವನ್ನು ಒಳಗೊಂಡಂತೆ ವ್ಯಾಪಕ ಹಾಗೂ ಪಾರದರ್ಶಕವಾಗಿ ನಡೆಸಬೇಕು. ಇತಿಹಾಸಕಾರರು, ಶಿಕ್ಷಣ ತಜ್ಞರು, ಸಾಹಿತಿಗಳು, ಸಾಂಸ್ಕೃತಿಕ ಸಂಘಟನೆಗಳು ಹಾಗೂ ಇತರ ಪ್ರಮುಖ ಪಾಲುದಾರರ ಅಭಿಪ್ರಾಯವನ್ನೂ ಪರಿಗಣಿಸಬೇಕು.
ಮಂಗಳೂರು ದಕ್ಷಿಣ ಕನ್ನಡದ ಹೃದಯಭಾಗವಾಗಿ ಉಳಿಯಲಿ; ದಕ್ಷಿಣ ಕನ್ನಡವು ಜಿಲ್ಲೆಯ ಹೆಮ್ಮೆಯ ಐತಿಹಾಸಿಕ ಹೆಸರಾಗಿ ಉಳಿಯಲಿ. ಇದು ಮಂಗಳೂರಿನ ವಿರುದ್ಧದ ಬೇಡಿಕೆಯಲ್ಲ; ಬದಲಾಗಿ ದಕ್ಷಿಣ ಕನ್ನಡದ ಐತಿಹಾಸಿಕ, ಸಾಂಸ್ಕೃತಿಕ ಹಾಗೂ ಭೌಗೋಳಿಕ ಅಸ್ತಿತ್ವವನ್ನು ಸಂರಕ್ಷಿಸುವ ಒಂದು ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನ.

Retain the historic name ‘Dakshina Kannada’: Appeal to the government by the ‘Save Dakshina Kannada’ Forum
We the group of citizens, intellectuals, historians, writers, cultural activists and residents of Dakshina Kannada hereby appeal to the Government of Karnataka to retain the historic name ‘Dakshina Kannada’ for the district and not rename it as ‘Mangaluru District’.
This appeal is not against Mangaluru, which is the historic, cultural and economic capital of the region, but is aimed at preserving the historical identity and continuity of a region whose significance extends well beyond a single city.
In January 1977, the Government of Karnataka changed the name to Dakshina Kannada, essentially providing a Kannada rendering of the earlier name. The present name has thus been in use for nearly five decades, while the administrative identity it represents dates back well over a century.
We emphasise that a district need not necessarily bear the same name as its headquarters. Mangaluru is the headquarters and an important centre of the region, while Dakshina Kannada represents a larger geographical and cultural entity comprising towns and villages including Puttur, Belthangady, Sullia, Bantwal, Moodbidri and Mulki.
We like to inform that the name Dakshina Kannada survived major administrative changes, including the creation of Udupi district in 1997. A change of name, could also necessitate alterations to a large body of historical, administrative, educational, legal and cultural records associated with Dakshina Kannada.
We welcome the Government’s decision to seek public opinion and urges that the consultation be broad-based and transparent, covering all taluks, towns and villages of the district, along with historians, academics, writers, cultural organisations and other stakeholders. We request the Government to retain Dakshina Kannada as the official name, while allowing Mangaluru to continue strengthening its distinct identity as the district headquarters.
